So what could be wrong with your Windows? I honestly don't know but there are things you can do to try to figure it out (create a new Windows user account and try it from there, try it from a clean boot, maybe even repair or re-install Windows). If it works on my test system, then the problem is likely something wrong with your Windows and not the Java setup.
